Targetted surveillance is being used by states against journalists.
Why? Mainly because of this, I suspect: some asssholes think that it's in the interests of the "greater good" that the public believe that the economy is doin' great, and that their governments have the best interests of the people in mind, even when those governments are killing their own citizens in the interests of that very "greater good" they claim to be serving.
