Senior Foreign Ministry officials also expressed concern that Cohen and National Security Advisor Meir Ben-Shabat were intending to take over more of the ministry's areas of operation and that they are motivated by instructions from above, alluding to the Prime Minister's Office.
The senior sources said Mossad officials do not inform the ministry of their actions in the Middle East and beyond.
The challenge to the ministry's authorities compounds their difficulties after their budget was slashed by the Netanyahu government, restricting its abilities to carry out its job.

Two unusual photographs have been making the rounds on Arab social media. The first (pictured) is of Binyamin Netanyahu, Israel’s prime minister, being received by Sultan Qaboos of Oman at his palace in Muscat on October 26th. The second, taken three days later, is of Israel’s culture and sports minister, Miri Regev, with Emirati officials at the Sheikh Zayed Grand Mosque in Abu Dhabi.

Netanyahu and his wife were accompanied to Muscat by Mossad Director Yossi Cohen, National Security Adviser Meir Ben-Shabbat, Foreign Ministry Director-General Yuval Rotem, the head of the Prime Minister’s staff, Yigal Horowitz, and the Prime Minister’s Military Secretary, Brig.-Gen. Avi Bluth.

The meeting late Thursday with Oman’s ruler, Sultan Qaboos bin Said, was publicized by both sides only once Mr. Netanyahu had landed back in Israel. The two countries do not have formal diplomatic relations, and Oman closed an Israeli trade office in Oman in 2000 because of animosity over the second Palestinian uprising.

For years, the Israeli Foreign Ministry has run a Twitter account that it calls @IsraelintheGCC, referring to the Gulf Cooperation Council, a political and economic alliance of six countries in the Arabian Peninsula including Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates, none that have formal diplomatic relations with Israel. The ministry describes the account as the “official channel of the virtual Israeli Embassy to GCC countries, dedicated to promoting dialogue with the people of the GCC region.”
The message is, "if you want to do more than just tweet foreign policy in the middle-east, you need to be part of military intelligence, or at least ex-KGB. 😂

It became very obvious around 5 November 2018 when Gavin Williamson announced that the UK would be opening a military base in Oman.  From this Arab News piece Oman and Britain to open joint military training base.
LONDON: Oman and Britain will open a joint military training base next year to help counter the activities of hostile states and extremist groups.
UK Defence Secretary Gavin Williamson said the base would open in March.
He made the announcement as he visited the country to observe the end of a large-scale joint military exercise involving tens of thousands of personnel practicing desert combat.
“Our relationship with Oman is built on centuries of cooperation and we are cementing that long into the future with the opening of our new joint base,” Williamson said.
