He mentions Catalonia. I think there is something going on behind the scenes, and I think it has to do with Andorra. If Catalonia had independence then Andorra would not have a Spanish frontier. But I can't find much on Andorra's economic status, except that it is some sort of French/Spanish "plurinational principality". It sounds like a little Malta to me. A country where ride-sharing butt-jockeys can get away with murder. From Wikipedia:

That Mainstream Media demonize the Catalan protestors does not tell you anything about anything these days. People are trying to use meta-commentary to hint at hidden goings-on, but that is an endless, stupid game. We need secure communications, people!!!
