Near Earth Asteroid Apophis

I would have thought a better idea would be to install a nuclear motor on the surface of the asteroid and use that to adjust its orbit until you can slingshot it back into the asteroid belt. And if you had a bunch of these steerable asteroids parked out there, you could use them to tweak solar system dynamics when necessary.
