If the UN was worth anything at all, they would have done this for all countries long, long ago. They would have got together with the ISO in Geneva, and automated it. They would have developed Open Systems Interconnect reference implementations to allow governments all over the world to use secure communications to build global collaborative industries and optimise the use of human and material resources worldwide. But "the politics of power" isn't interested in people.
